Rwanda has one of the world's fastest-growing economies, driven by financial and structural reforms and strong international support. That will need a financial shift towards high-value, competitive sectors, particularly those that could generate exports.

Rwanda-- with private sector participation-- can drive one area of growth: housing, which does not depend on export markets. Demand for protected, inexpensive real estate is rising because of fast metropolitan population growth-- estimated at 5.75 percent yearly, more than two times the rate of overall population growth in the country. By comparison, World Bank information reveals that urban population growth globally in 2018 was 1.93 percent, nearly twice the rate of total global population growth of 1.1 percent.

In Kigali alone, demand for brand-new houses over the next three years is forecasted at almost 350,000, with the present rate of only 1,000 housing units developed each year showing an expanding gap. Secondary cities-- Huye, Muhanga, Musanze, Nyagatare, Rubavu, and Rusizi-- also face substantial housing deficits. And brand-new homes are budget-friendly for only the top 20 percent of the population.

For most people in the affordable real estate sector-- which the government defines as those with monthly incomes below $232-- formal housing runs out reach. "There is a big gap in the housing sector that is underserved," said Dan Kasirye, IFC's Resident Representative based in Kigali. "It is absolutely a sector with huge potential."

The World Bank Group's Rwanda Country Private Sector Diagnostic (CPSD), released previously this year, recognized affordable housing as a sector with considerable potential for economic growth, task production, and advancement effect in the next three to five years. Attracting economic sector involvement will need a multi-faceted method that is a top priority for the reform-minded federal government. Experts think that private sector firms such as construction business, designers, building materials manufacturers, and companies offering professional services (for example, designers) could benefit from new chances in the inexpensive housing sector.

Still Needed: Urban Infrastructure

Still, numerous barriers exist, including the need to develop city facilities, a vital cost element in the real estate sector that developers are reluctant to bear. Housing-related facilities accounts for 17 percent of housing expenses in Kigali. Missing links to official facilities networks-- paved roadways, electricity, supply of water-- are holding back advancement.

The CPSD's analysis of the housing sector sees a function for both the public and economic sectors in dealing with metropolitan infrastructure difficulties. "Addressing city facilities concerns will need efficient use of public and personal resources, for instance, through public-private partnerships to establish vital infrastructure properties," said Stephan Dreyhaupt, IFC primary financial expert for Africa and co-task team leader of the CPSD. In addition to supporting real estate, infrastructure development supplies prevalent financial benefits to all sections of the economy and society.

A 2nd problem is construction expenses. According to the Johannesburg-based Centre for Affordable Housing Finance in Africa, the costs of building materials, regulative compliance, taxes, and import duties account for 55 percent of the total construction expenses in Kigali.

Construction expenses can be minimized by developing new technologies, for example, in brickmaking or modular construction, in addition to producing building materials locally, the CPSD stated. There are chances for international and local firms to go into the building materials sector, specifically for affordable, technology-driven production of regional building materials. Global expertise could aid with technology transfer.
